 There are certain states are not required to carry cigarette and tobacco licenses to sale cigarette and tobacco products.

 

Exempt States for Cigarette License:

 Arizona,

Colorado

Idaho

Illinois

Kentucky

Missouri

New Mexico

Oregon

South Carolina

South Dakota

Virginia 

Tennessee .

Carrying renewed retail cigarette and tobacco licenses and sales tax permit is mandatory to sell any tobacco items in the state of New York. Certificate of Authority and Retail cigarette license must be displayed at location prominently.
